Steel trade has been in turmoil since the late 1960s. One of the principal causes of the prolonged structural crisis in the industry has been the pervasive action by the governments in the market, which has produced enormous distortions and has, increasingly, determined the basic patterns of world steel investment, production, and trade. One reason for the trade turmoil is persistent overcapacity in the global steel industry assisted by market distortions.
